Should a HEIC photo become JPEG or PDF?
HEIC is efficient for storage, but the receiving app or form may not support it. JPEG and PDF solve different problems, so decide whether the file will be used as a photo or submitted as a document before converting it.

JPEG and PDF serve different purposes
JPEG is convenient when the recipient expects an image. PDF is useful when the image needs to be handed over as a one-page document. If the destination is unclear, keep the original HEIC and create a separate output for each confirmed use.

A browser-based conversion sequence
The HEIC converter and image-to-PDF tool process the selected file in the browser. HEIC conversion outputs JPEG or PNG; image-to-PDF accepts JPEG, PNG, and WebP and places one image on one PDF page. Both tools have a roughly 10 MiB input limit, so create a smaller working copy for very large photos.

How to troubleshoot a failed conversion
Changing only a filename extension does not change a file format. If the converter cannot recognize the file, check that the source finished saving, the file is within the size limit, and the extension matches the supported input. The PDF tool is not an OCR or multi-page document generator; it creates a one-image, one-page PDF.
